The responsibility should be joint
Before talking about the security at transport interchange hubs let’s define what a hub is. In fact, a transport interchange hub is an area which includes several transport and public facilities: railway and bus stations, metro stations, public ground transport stops, parking lots, trading sites, foodservice outlets, rest areas.
Such busy public places certainly require reinforced security arrangements.
For example, at present the specialists of JSC “Mosgiprotrans” take part in the design of the security system on the section Presnya – Kanatchikovo as a part of the program of the reconstruction and development of the Moscow Little Ring Railway.
The halt platforms of the section Presnya – Kanatchikovo are the facilities of the Moscow Little Ring Railway transport infrastructure and they provide embarkation and disembarkation of passengers of electric trains. The Moscow Little Ring Railway includes a total of 32 transport interchange hubs.
The design solutions for transport safety at the transport interchange hubs of the Moscow Little Ring Railway are developed on the basis of the  principal provisions of the Town-Planning Code of the Russian Federation, Law of the Russian Federation “About safety”  No. 390-FZ dated 28.12.2010, “About transport safety” No. 16-FZ dated 09.02.2007, other federal, regional and department normative legal acts in the sphere of urban planning and safety and “Detailed specifications on the transport safety of halt platforms of the Moscow Little Ring Railway” developed by LLC Scientific and Technical Company “INFORM-ALLIANCE” to the order of Moscow Design and Survey Institute “Moszheldoproekt”, a branch of JSC “Roszheldorproekt”.
The following characteristics can be attributed to the specific features of the Moscow Little Ring Railway transport hubs:
- every transport interchange hub is unique in its architectural and planning concepts;
- every transport interchange hub combines several types of public transport;
- every transport interchange hub can provide one or several types of services: transport services, underground and ground-based multi-level parking lots, office and retail spaces, catering and leisure areas, sports facilities;
A variety of public areas attracts a large flow of people. In this respect, the approach of separating the design and construction of individual facilities of a transport hub causes worsening of the safety system as a whole. Therefore, the development of the safety measures for such facilities should be performed by the same developer that will make possible to find optimized and integrated solutions of tasks and to reduce costs.  
In practice, the different stages of design, construction and commissioning of the transport hubs facilities are performed by different departments so it is very difficult to achieve integration of the design solutions for a transport safety facility within the competence of one developer.

Thus, the following main contractors are currently involved in the realization of the safety design on the transport interchange hubs of the Moscow Little Ring Railway:
1.    JSC “RZhD” - construction of passenger platforms and turnstile and booking vestibules.  
2.    JSC “MKZhD” - construction of operational communication of a transport interchange hub with installation of ticket counters and turnstiles (overhead and underground crossings), investment facilities.
3.    Moscow Department for Capital Repairs – local activities on the development of the road network within the boundaries of a transport interchange hub (installation of new urban ground public transport stops).
4.    Moscow Construction Department – construction of additional passages, halting and turning points, underground pedestrian crossings and others.  
5.    State Unitary Enterprise “Moscow Metro” – reconstruction of the stations vestibules and underground crossings of Moscow Metro.
6.    Private owners of business and entertainment centers located in the area of a transport interchange hub – construction of built-in output groups of the operation connection of a transport interchange hub and a business and entertainment centers.
7.    Private owners of territories located in the area of a transport interchange hub – construction of intercepting parking lots, trade and recreation facilities, business centers.
As we see, every contractor has its own quite narrow area of responsibility. It causes weakening of the protection of a transport hub against acts of unlawful interference and it will create barriers impeding the further integration of safety systems into the united hardware-software complex “Safe City” during the development of integrated safety systems.
Taking into consideration the mentioned peculiarities, the specialists of JSC “Mosgiprotrans” consider that it is necessary to confirm the uniform safety requirements and standards for transport interchange hubs.  Moreover, it is necessary to develop the conceptual base for construction of the integrated safety system for every transport interchange hub and this conceptual base should be confirmed by all owners of the facilities of the transport hub infrastructure. This will help to achieve integration of the design solutions of the transport interchange hub constituent parts and save a significant amount of material resources and provide a required safety level at facilities.
