“According to the results of 2016, every tenth passenger will be transported on high-speed rail networks”, said Alexander Misharin

Alexander Misharin made a report at the plenary session of the II Congress of Railway Builders held in Moscow on November 9, 2016. He stated that in the first 12 years of operation of the “Moscow-Kazan” HSR line the cumulative growth of Russian GDP is expected to increase by 11.7 trillion rubles and the growth in tax revenues by 3.8 trillion rubles, thus exceeding the construction cost which is 1 trillion and 68 billion rubles. The regional budgets will receive 880 billion rubles of additional income. "It will give other benefits as well”, added Alexander Misharin. “The estimated level of the industrial localization of no less than 85% will help create more than 370 thousand jobs in 20 industries and involve small and medium-sized enterprises in the project".
The event was attended by the representatives of the State Duma of the Federal Assembly of the Russian Federation, the Ministry of Transport of the Russian Federation, the Ministry of Construction, Housing and Utilities of the Russian Federation, Federal Railway Transport Agency, JSC "Russian Railways", the Public Council of the Ministry of Transport of the Russian Federation, representatives of associations, trade unions, transport universities, self-regulatory organizations, construction and design companies. The Advisor to the Minister of Transport of the Russian Federation Ilya Tkachev opened the Congress by presenting the welcome speech of the Minister of Transport of the Russian Federation Maxim Sokolov. The Vice-President - Managing Director of the Russian Union of Industrialists and Entrepreneurs (RSPP) Sergey Mytenkov wished the Congress participants effective work on behalf of RSPP.

At the plenary session “Railway construction: actual issues and tendencies”, the participants discussed the strategy of development of the railway network facilities, issues concerning the state regulation of construction, methods of improving the efficiency of the railway building complex, and self-regulation in construction. The General Director of JSC “High-Speed Rail Lines” Alexander Misharin made a presentation on "Strategy and tactics of the railway network development: plans and reality". 
Mr. Misharin reported that according to the results of 2016, approximately every tenth passenger will be transported by high-speed rail. The calculation of this indicator partially takes into account the operation of “Sapsan” high-speed trains running on the route “Moscow — Saint Petersburg” which have already transported over 20 million passengers.

“This means that the technology is demanded and the myth that the country is large but the population is small, is being dispelled. Even if we build only 4 thousand kilometers of HSRs it will attract about 100 million inhabitants of our country to use the railway service”, concluded Alexander Misharin.
