The presentation of the Moscow-Kazan HSR Project took place in Moscow
The General Director of JSC “High-Speed Rail Lines” Alexander Misharin presented the Moscow-Kazan HSR Project, its design solutions and a high speed rolling stock at the X International Forum "Transport of Russia" on December 2, 2016. The event was attended by over 400 people including representatives of the federal and regional authorities, experts, professional community, representatives of leading scientific and design institutes, representative of the largest industrial and construction enterprises, the staff of the banking and financial sector, foreign partners and public organizations, experts and students of specialized higher education institutions. The presentation was also attended by the Minister of Transport of the Russian Federation Maxim Sokolov.

Alexander Misharin spoke about the advantages and prospects of the project of high-speed rail line from Moscow to Kazan and presented the audience with railway stations and a rolling stock of the future HSR. "The Moscow-Kazan HSR mostly is a project of regional development, a project of small towns. The project for transformation of monotowns into growth zones”, said Alexander Misharin. “The dynamic development of the modern society of the last 10 years has introduced new mandatory requirements. Cities and territories can no longer withdraw into themselves and live a static life. Now the improved connectivity is required. It is necessary to provide available jobs and the creation of a convenient infrastructure for living. In this case regions will develop. All these benefits will be mostly ensured by the construction of HSR".

Misharin said that the HSR will expand the boundaries of the existing urban agglomerations increasing the productivity of these areas and the country as a whole. Experts predict that by 2020 a large part of GDP will be generated namely in aglomerations. Due to the multiplicative effects from the construction of the Moscow-Kazan HSR, an additional increase in the domestic regional product for first 10 years of operation the HSR will range from 27% to 76%. "The project is economically feasible”, he added. “For the first 12 years of operation of the line, the cumulative growth of Russian GDP is expected to be 11.7 trillion. rubles, the growth in tax revenues - 3.8 trillion. rubles (forecast prices), which multiply exceeds the cost of construction."

In response to a question on the choice of direction for the construction of the HSR, Alexander Misharin explained that the choice was made due to the high population density on the Moscow — Kazan route. The population of the area of the future HSR line is about 30 million people. According to Alexander Misharin, they will have access to the new mode of transport. "This is the most populated part of our country”, he said. “The route runs through industrialized regions."
The operational length of the designed Moscow-Kazan line is 770 km and the operating speed is of up to 360 km/h. 5 transport hubs and 11 stopping points are planned to be constructed. The journey time between Moscow and Kazan will be reduced 4 times from 14 hours to 3.5 hours, and the journey time between Nizhny Novgorod and Kazan will be reduced by 7 times from 10.5 hours to 1.5 hours. The average journey time between the capitals of the regions will be 1 hour. The advanced technical solutions for traction drive, aerodynamics, and service for passengers will be used in the design of the rolling stock for the HSR. The designed train will have operational speed of 360 km/h, and in the process of testing it will be accelerated up to 400 km/h, which was never before achieved by the trains on the track width of 1520 mm.

At the conclusion of the presentation, the General Director of “High-Speed Rail Lines” spoke about the plans to build a global transport corridor between Europe and Asia. The Moscow-Kazan HSR is the 1st phase of the construction of the Russian section of the corridor. The construction will make possible to combine Europian network Euro Carex Co and Chinese network China railway, thereby creating a single transport route and improving transport accessibility for residents of the two continents. Misharin said that the HSR will be also used for freight trains that will carry light loads with high added value. After the launch of the Moscow-Kazan HSR, a carriage of postal goods in the regions of the HSR will add over 1 billion rubles of revenue to the carrier.
