On December 1, 2016, during the third Forum of Association of Rectors of the Transport Universities of Russia and China, a ceremonial signing of the multilateral agreement on establishment of Russian-Chinese scientific-educational centre for the development of high-speed rolling stock and the interaction of rolling stock with the railway infrastructure was held.
The signing ceremony was attended by the representatives of JSC "”High-Speed Rail Lines”, Federal State Budgetary Educational Institution of Higher Professional Education "Moscow State Transport University of Emperor Nicholas II", JSC “Railway Research Institute”, JSC “Research and Design Institute for Information Technology, Signaling and Telecommunications on Railway Transport”, JSC "All-Russian Scientific-Research and Design Technological Institute of Rolling Stock”, Federal State Unitary Enterprise "All-Russian Research Institute of Railway Hygiene of the Federal Service for Supervision of Consumer Rights Protection and Human Well-Being", and the representatives of the Chinese corporation for the railway rolling stock manufacture CRRC Guangdong Co., Ltd.
The center will combine the best transport universities of Russia and China. The center will includes the training of specialists in the field of high-speed traffic and the work of the international team which will perform research activities in the field of the high-speed rolling stock development and the interaction of rolling stock with the railway infrastructure on the basis of Moscow State University of Railway Engineering (MIIT).
The main areas of cooperation will be implementation of joint engineering projects for development of high-speed rolling stock; design and operation of the facilities, systems and devices of infrastructure; harmonization of national technical regulations and requirements; design and operation of facilities, systems and devices of the high-speed rail transport infrastructure. As well as organization of transfer of technologies, localization of manufacturing products for construction and operation of rolling stock, infrastructure facilities and high-speed rail transport.
A specific activity of the centre will be the training and retraining of skilled engineering personnel in the development of high-speed rolling stock, design and operation of the facilities, systems and devices of the high-speed rail transport infrastructure based on the most advanced Russian and Chinese experience
Furthermore, bilateral negotiations were held as a part of the forum. During the negotiations, the participants discussed the organizational issues of the scientific center, promising areas of cooperation regarding the investment project "Construction of the Moscow-Kazan High-Speed Rail Line".
